About Pleasant Valley Reservoir

Pleasant Valley Reservoir is the Eastern Sierra water you fish in winter. It is a narrow LADWP buffer reservoir that backs the Owens River up into the mouth of the Owens Gorge about 8 miles north of Bishop, at 4,390 feet, more than 2,500 feet below Crowley. While the high lakes are closed and frozen, this one is open all year under the statewide lake rule, and CDFW plants it every week or two from December into June: 14 plants between mid-December 2025 and late June 2026, and none from July through September. The planted rainbows fill the bag. The resident browns are why a fly angler comes, and recent winters have turned up plenty of fish of 1.5 to 2 pounds.

The best water is the northwest end, where the gorge river runs in below the Control Gorge powerhouse and stays a river for a short way before it slows into the lake. Nymph the moving water with a dry-dropper or an indicator, and work the seam where current meets still water, which is where the rainbows stack up. Out in the lake, a float tube does the work. Hang a midge pupa under an indicator just off the bottom, or count down an olive, black or orange streamer in sizes 6 to 12 on a full sink line along the drop-offs, 10 feet down or more. Baetis come off in March and April, and the gorge mouth shelters the lake from much of the wind on those afternoons. October through April is the season. In summer, power generation swings the flow and the level, the planting stops, and the trout fishing turns spotty.

Plan around access and crowds. LADWP closed the Pleasant Valley Control Gorge Patrol Road, the paved road along the east shore to the north end, in March 2023 "until further notice". Check whether it has reopened before you plan to walk or bike to the inlet, and until then fish from the dam end at the south. Weekends, holidays and the days after a plant bring out the bait anglers, and the Blake Jones Trout Derby fills the banks in March, so fish a weekday if you can. The Lower Owens Wild Trout water starts right below the dam, and the gorge is above the lake, so a slow day here is a short drive from moving water.

Species

  • Rainbow Trout
    Abundant · Dec-Jun · 10-12" planters, some larger

CDFW plants catchables every one to three weeks from mid-December to late June, with extra plants in March ahead of the derby. No plants from July to September. They gather at the inlet seam and take midges, small nymphs and small streamers.

  • Brown Trout
    Common · Oct-Apr · 14-20", fish of 2 lb and up

Resident fish from the gorge and the lake. Best in winter and fall, on streamers in the deeper water and on nymphs at the inlet. Some move toward the inlet before the fall spawn.

Gorge inlet

Shore & BoatIntermediateBrown Trout

The northwest end, where the Owens comes out of the gorge below the Control Gorge powerhouse and runs as a short stretch of river before it slows into the lake. The seam where current meets still water is where the planted rainbows gather and the browns come to feed, and it is the best water on the reservoir from fall through spring.

Best for: Beadhead nymphs and dry-droppers in the moving water, a midge or Baetis nymph under an indicator along the seam, Baetis dries on March and April afternoons

Mid-lake drop-offs

BoatIntermediateBrown Trout

The middle of the lake, where the channel bends and rocky points come off both banks into deeper water. It is float tube water: kick along the edges and work the drop-offs between the launch ramp and the inlet. Browns hold off the rocks in winter.

Best for: Olive, black or orange streamers counted down on a full sink line, a midge pupa hung just off the bottom

Dam end

ShoreBeginnerBrown Trout

The southeast end above Pleasant Valley Dam, with the deepest water in the lake. It is the bank closest to the south-side parking, so it gets the most bait anglers, especially on weekends and after a plant. In winter they take browns between the dam and the middle of the lake, and a fly angler can do the same on a sinking line.

Best for: Streamers and leeches on a full sink line from shore, midges under an indicator on calm winter days

Access

  • Pleasant Valley DamShore access

The south end, reached by Pleasant Valley Road and the dam road. Park near the dam and fish the bank above it. This is the easiest shore access while the north road is closed. LADWP land, open to fishing except where posted.

Best seasons

October through April. Fall brings the browns toward the inlet as power generation drops. December through February is midge and streamer fishing on the calm, mild days. March and April are the peak, with heavy plants and Baetis hatches. Summer is spotty: the level and flow swing with power generation and CDFW stops planting.

Regulations

Pleasant Valley Reservoir has no entry of its own in the CDFW special regulations, section 7.50(b), so the statewide lake rule applies (section 5.85(a)(1)): open all year, 5 trout a day and 10 in possession. Bait, lures and flies are all legal, and there is no size limit. The Owens River below the dam has its own, stricter rules, so see the Owens River page before you fish there. Confirm the current booklet before you fish.

  • Pleasant Valley Reservoir: open all year, daily limit 5 trout, 10 trout in possession, under the statewide lake rule in section 5.85(a)(1)
  • No gear restriction and no minimum size
  • The Owens River below Pleasant Valley Dam has its own seasons, limits and gear rules. See the Owens River page.
  • LADWP has allowed float tubes on the reservoir since 1998. Ask the LADWP Bishop office (760-873-0251) about kayaks and other craft before you bring them.
  • Trailered boats launched in Inyo County need the 2026 Eastern Sierra mussel sticker and an inspection. Hand-launched craft such as float tubes and kayaks must arrive clean, drained and dry. Check the county rules for small craft before you go.
  • Valid California fishing license required for anglers 16 and older

Getting there

Bishop, CA

About 15 min from Bishop up US-395 and Pleasant Valley Road, about 45 min from Mammoth Lakes, and about 4.5 hrs from Los Angeles

Fly shops

  • Sierra Trout MagnetBishop
  • The TroutfitterMammoth Lakes

Camping: Inyo County's Pleasant Valley Campground sits on the Owens just below the dam, open all year with water and vault toilets. Bishop has motels and the rest of what you need.

The south end by the dam is the easy access, from Pleasant Valley Road. The north end and the inlet were reached by the paved LADWP road along the east shore from Gorge Road, but LADWP closed that road in March 2023 until further notice. Check its status with LADWP Bishop before you plan a trip to the inlet. There is no vehicle access to the water beyond the gates.
