About Washougal River

The Washougal is a small, clear Cascade river that drops out of the Gifford Pinchot and meets the Columbia at the town of Washougal, about half an hour east of Portland. Its claim to fame is its steelhead. The Skamania strain of hatchery summer steelhead, now planted across the Northwest, was bred from native Washougal and Klickitat fish, and the Skamania hatchery on the North Fork still releases them here. That hatchery is closing: WDFW announced in October 2025 that it will shut it down over three years for lack of funding, with the Washougal and Beaver Creek hatcheries taking on some of its work. Expect fewer hatchery steelhead in the years ahead.

Only the lower river is open, from the mouth to the bridge at Salmon Falls; above that it is closed water. Summer steelhead are in from spring through the fall, best from June into August. Fall Chinook and coho come in from August, and hatchery winter steelhead follow from December. Below the County Line ramp the river closes from March 16 to April 15, with night closure all season. Above the ramp it opens only on the Saturday before Memorial Day and closes March 15.

Read the flows at the Ecology gauge at Hathaway Park in Washougal, which also reports water temperature. The river fishes well from about 400 to 1,000 CFS, and the higher it is, the lower in the river you want to be. In late summer it gets low and clear, and the bedrock pools above the County Line are the place for a long leader and a small swung fly. Washougal River Road and Highway 140 follow the river, so bank access is good.

Mouth to the County Line

Wade & FloatSteelhead · Salmon · Rainbow Trout

The lower river from the Columbia past Hathaway Park, where the gauge sits, up Washougal River Road to the WDFW County Line ramp. Highway 140 and the river road give a lot of bank access. Summer steelhead are in from spring, fall Chinook and coho salmon come in from August, and winter steelhead follow from December. Night closure applies all season here, and in late spring before Memorial Day it is selective gear with all trout released. Closed March 16 through April 15.

Best for: Summer steelhead from the bank, fall coho and Chinook salmon, and winter steelhead close to Portland.

County Line to Salmon Falls

WadeSteelhead · Salmon

From the County Line ramp up past the North Fork, where the Skamania hatchery releases its summer steelhead, to the bridge at Salmon Falls. Smaller pocket water and bedrock runs with less pressure, and the place to swing for summer steelhead in clear water. Open from the Saturday before Memorial Day through March 15, so it stays closed after the lower river reopens on April 16. Night closure and the anti-snagging rule apply from August through October. Above the Salmon Falls bridge the river is closed.

Best for: Summer steelhead on the swing in clear, low water, with fewer anglers than the lower river.

June through August for summer steelhead, September through November for fall Chinook and coho, December through February for winter steelhead. Closed from March 16 to April 15 below the County Line ramp, and to the Saturday before Memorial Day above it. Read the Hathaway Park gauge: about 400 to 1,000 CFS fishes well, and the higher it is, the lower in the river you fish. Above about 2,000 it is high and colored.

Regulations

The Washougal follows WDFW's Southwest Washington rules. It is open from the mouth to the bridge at Salmon Falls, and closed above the bridge. Below the County Line ramp it closes March 16 through April 15, and from April 16 to the Friday before Memorial Day it is selective gear with all trout released. Above the ramp it is open only from the Saturday before Memorial Day through March 15. Since January 1, 2026 you also need the Columbia River Salmon and Steelhead Endorsement. Seasons change by emergency rule, so check WDFW before every trip.
