About North Fork Stillaguamish River

The North Fork Stillaguamish has a place in fly fishing history: in 1949 it became the first river anywhere set aside for fly fishing only. It runs west out of the Cascades past Darrington, Swede Heaven, Hazel and Oso, along Highway 530, to meet the South Fork at Arlington. Its fame is the wild summer steelhead that spawn in Deer Creek, which joins the river at Oso. Those fish have been in trouble since logging and slides buried Deer Creek's gravel, and in 2014 the Oso landslide came down across the valley a few miles upstream, near Hazel. Hatchery summer steelhead now make up much of the run.

The rules shape every trip. From the mouth to the Cicero Bridge the river is fly fishing only and catch-and-release from August 29 through November 30, except that you may keep hatchery steelhead, with night closure and no motorized boats. Above the Cicero Bridge, past Oso and Deer Creek to Swede Heaven, the fly-only season is November alone, and no boats are allowed at all. Both reaches reopen to general rules in December for winter steelhead, until January 31 below Cicero and February 15 above. Salmon are closed. Summer fish are in the river from June and peak in July, but the river is closed to them until late August.

Read the flows at the gauge near Arlington, below the Cicero Bridge. This is a wading river with clearly defined runs, and it fishes best in late summer and fall at moderate to low water. As a rough guide it fishes from about 400 to 1,500 CFS, and past about 3,000 it is high and colored. A single-hand rod works; a two-hander helps on the bigger runs. Swing classic summer patterns and small, sparse flies in the clear water.

Cicero Bridge to Swede Heaven

WadeSteelhead

The classic upper river past Oso and the Deer Creek mouth, through Hazel to the Swede Heaven bridge near Fortson. Clear, rocky runs where the wild summer steelhead stage before they run up Deer Creek to spawn. No fishing from any boat above the Cicero Bridge. It opens only in November, fly fishing only and catch-and-release except hatchery steelhead, and again from December through February 15 under general rules. The 2014 Oso landslide came down across this valley between Oso and Hazel.

Best for: Wild summer steelhead in November, fly only, in classic swing water. Walk and wade only.

Arlington to Cicero Bridge

Wade & FloatSteelhead

The lower North Fork from its mouth at Arlington up Highway 530 to the Cicero Bridge, past the gauge. Wide gravel runs and riffles, and the only water open in the late-summer fly-only season: from August 29 through November 30 it is fly fishing only, catch-and-release except for hatchery steelhead, with night closure and no motorized boats. Summer steelhead, both wild Deer Creek fish and hatchery fish, hold here on their way up. It reopens to general rules from December through January for winter steelhead.

Best for: Summer steelhead on the swing in the fly-only season from late August, and winter steelhead in December and January.

Regulations

The North Fork follows WDFW's Puget Sound rules, split at the Cicero Bridge on Highway 530 (milepost 28.8). Below the bridge it is fly fishing only and catch-and-release, except hatchery steelhead, from August 29 through November 30. Above it the fly-only season is November only, and no boats are allowed. Salmon are closed. Seasons change by emergency rule, so check WDFW before every trip.

  • Mouth to the Cicero Bridge: open August 29 through November 30, fly fishing only, night closure, release all fish except hatchery steelhead; no motorized boats
  • Mouth to the Cicero Bridge: open again December 1 through January 31 under statewide game fish rules
  • Cicero Bridge to Swede Heaven Bridge: no fishing from any boat; open November 1 through 30, fly fishing only, release all fish except hatchery steelhead; night closure and anti-snagging rule in November up to French Creek
  • Cicero Bridge to Swede Heaven Bridge: open again December 1 through February 15 under statewide game fish rules
  • Swede Heaven Bridge to North Fork Falls: open November 1 through January 31, selective gear rules, release cutthroat and wild rainbow trout
  • 14-inch minimum on cutthroat and wild rainbow trout in the general seasons; release wild steelhead
  • Salmon: closed
  • Washington freshwater license and a catch record card for steelhead

The North Fork was named the world's first fly-fishing-only stream in 1949. Rules here are from WAC 220-312-040 as certified in July 2026.

Highway 530 follows the river from Arlington to Darrington, with pullouts and bridge access at Cicero, Oso, Hazel and Swede Heaven. Above the Cicero Bridge you may not fish from any boat, so the upper river is walk-and-wade only. Much of the bank is private, so use public access and respect the slide area at Oso.
